So the base comes first, every time. We excavate properly, build up and compact the fill, and set the falls before a single paver or a drop of asphalt goes down. It takes longer than skipping straight to the surface, but it's the only part of the job that decides how long the surface actually lasts.
Excavation, fill, compaction and falls are done properly before anything is laid. Cheap is expensive — we'd rather take the extra day than come back to fix it.
Most contractors do one surface and subcontract the other. We lay both ourselves, plus the retaining walls, fencing and drainage around them, so one crew carries the whole site.
